Our Team

William (Bill) Cooper, MBA, PMP

Bill is a co-owner and managing partner of Seraphim Consulting Group. He is from Brown County, Indiana and attended Indian Creek High School. After graduating high school, he attended Indiana University and went to the Kelley School of Business where he earned his bachelors degree in Business Management and Human Resources. While working full time at Duke Energy, he attended Indiana Wesleyan University and earned his Master in Business Administration with a concentration in Project Management. Bill also earned his Project Management Professional (PMP) certification and is an active member of the Project Management Institute (PMI).

He currently resides in Morgantown, Indiana with his wife and two children.

Bill also has twenty years of leadership experience gained from serving in the Marine Corps and U.S. Army National Guard. In addition, Bill also has a strong background in project management in the electrical utility industry, and has a proven track record executing projects from initiation phase all the way through construction and closeout. He has served in a Senior Project Manager role and a consulting role for the last four years. His expertise includes transmission line rebuilds and new builds from 69kV all the way up to 345kV. He has also executed transmission substation upgrades and new green field builds. His distribution experience includes managing recloser and distribution line upgrades. Through his expertise and knowledge of project management and its guiding principles he has been a successful project manager.

Bill is known for his exceptional communication, leadership, and problem-solving skills. With his commitment to continuous improvement, he is dedicated to helping his clients achieve their strategic goals.


Brett W. Lackey, PMP

Brett is a co-owner and managing partner of Seraphim Consulting Group. He is from Johnson County, Indiana and attended Indian Creek High School and Indiana University Bloomington, where he earned a bachelor's degree in Public Affairs--Environmental Management. Brett resides in Trafalgar, Indiana with his wife, Tori, and their Great Dane, Ruby.

Brett has a diverse background with 20 years of experience in multiple disciplines, including project management, environmental planning/NEPA, and environmental science consulting, primarily in Indiana, North Carolina, and the Midwest region. Much of his career has been spent within the transportation engineering/consulting realm and he has served as a Senior Project Manager at several major civil engineering firms. He has provided environmental and project management services for federal, state, and local level agencies, including the INDOT, ODOT, NCDOT, FHWA, the DoD, and numerous Local Public Agencies (LPAs)/Municipalities.

Brett has a unique experience and understanding of the design process; in addition to providing project oversight during a project's preliminary planning and environmental phases, Brett is a full delivery project manager with success in managing multiple complex and dynamic projects from inception through construction letting. He has practical experience in program management and administration and has also proven himself to be a valuable public-facing project contact and public involvement resource for many agencies.

Brett is a certified Project Management Professional (PMP) and active member of the Project Management Institute (PMI).
